JP Schnapper-Casteras was in charge of introduce us all to the world of accessibility. This topics were short as there were a lot of more important things to talk about.
Someone said "Accessibility is like usability for a different user group" and that isn't that far off.
In terms of what technical mechanisms need to be in place for accessibility, it's a lot different than just making UI changes.
Accessibility could be defined as a way of alternative input and output (Bill Haneman).
